Human rights protection

From the beginning, the European Union has been based on respect for human rights, democratic institutions and the rule of law. These values are enshrined in the Charter of Fundamental Rights. Adopted by EU leaders in Nice in December 2000, this presents in a single document all the personal, civil, political, economic and social rights EU citizens enjoy. The charter updates existing rights and addresses new issues raised by technological progress such as bio-ethics and data protection. It is expected to become an integral part of the new constitutional treaty.

Any European country wishing to join the Union must demonstrate that it meets these high standards before it can begin entry negotiations. In addition, governments can impose sanctions on any member which violates these conditions, suspending their voting rights, access to EU funding and input to future policy and legislation.

Bulgaria is party to all human rights legal instruments that are part of the justice and home affairs acquis.
