Introduction...

According to the European Commission’s regular report of 2003, Bulgaria is quite well advanced as regards legislative alignment in most of the areas in the field of Justice and Home Affairs. The European Commissions sees a sufficient level of approximation with the acquis, and the sectoral strategies for improving the efficiency of Bulgaria’s justice and home affairs institutions are deemed encouraging. Fundamental reforms have continued in several areas. Implementation of short-term priorities in the judicial reform program is continuing.

With the provisional closing of Chapter 24, the European Union gave a positive assessment of Bulgaria’s capacity to accept and implement the European acquis in the area. In the next phase until formal accession to the EU, Bulgaria will strictly implement all planned legislation and will develop the institutional and administrative capacity of all law enforcement and judicial institutions. The priority areas include judicial reform, data protection, migration, asylum, police cooperation, fight against fraud and corruption, and the implementation of the National Anti-Drug Strategy.
